

THE ROLE OF THE LGMA BOARD
The LGMA Board of Management oversights the provision of services by the organisation, as well as the management of assets and resources.
With members of the Board being practicing local government professionals from across the State and from a range of professional backgrounds, a key responsibility of Directors is to provide expert input and advice in relation to matters impacting the operation and administration of local government in Queensland. Due to the diversity of representation, Directors are able to draw on experience covering the widest range of circumstances, including large metropolitan councils through to western councils and indigeneous councils. Where possible, direct member input is always sought to support the comments and views of the Board.
Board members meet every two months to discuss and assess the performance of the organisation and to consider new or emerging issues and trends. Board members also regularly provide advice on matters as they arise. For example, all Directors have reviewed the draft Local Government Bill and provided comments which will be incorporated into LGMA Queensland's response.
Directors are responsible for liaising with members (particularly in their Branch) and make themselves accessible to members who may require advice or assistance. They will flag issues of concern in the sector and may recommend LGMA Qld provide advice or undertake research or advocacy in relation to such issues.
In addition, Board members generally take on 'portfolio' responsibility for areas of interest. These include: skills shortages; model local laws; water; climate change and the environment; CMC Complaints Review; model contracts; LGM/LGW; and representation on various committees as they arise.
The President has a range of additional responsibilities which include attending quarterly meetings with the Minister for Local Government and regular meetings with the Department of Local Government & Planning.
Two Directors are nominated to sit on the National Board at any one time. This entails attending Board meetings every two months to represents the interests of LGMA Qld members and to contribute to policy and event development. These Directors also sit on a range of sub-committees to the National Board and provide ongoing input as required.

In 1996, Nick moved to Australia and commenced working with the Environmental Protection Agency (Qld) after 15 years with the Metropolitan Police in London. He joined Brisbane City Council in 2000 and in 2005 was appointed Manager Natural Environment & Sustainability. Just recently, Nick has taken up the role of General Manager - Governance with Redland City Council. Nick holds a Master of Science - Civil Emergency management and is a Founding Member of the Institute of Emergency Management, UK. He is a Member of LGMA and has been a Director since 2005. Nick participated in the LGMA Qld International Manager Exchange Programme to New Zealand in 2005 and he enjoys flying, photography, reading and sport. Nick is married with two children.

John has been employed in the Local Government industry for over 20 years. During this time, he has held various positions within Logan City Council starting as a Junior Rates Clerk to his current position of Deputy Chief Executive Officer - Organisational Services. After all this time, it is fair to say that local government has become an integral part of John’s life and who he is. He knows the industry well and is very passionate about it. He has been a member of LGMA since the 1980's, and is an active participant in all professional development activities and conferences and was the Secretary Treasurer of the SEQ Branch for 5 years.
John has a Bachelor of Commerce degree, a Queensland Local Government Clerks Certificate and a Master's Degree in Public Administration. He is a fellow member and a graduate of the Australian Institute of Company Directors and a Justice of the Peace. John is married and has three children Ruby, Lily and Henry.
Director/National Director Ray Burton Chief Executive Officer Townsville City Council Email

Ray commenced his local government career in Victoria where he held various positions including 10 years as CEO at Bendigo before moving to Queensland to take up the Deputy CEO role at Maroochy Shire Council. In 2002, he accepted the CEO role at Pine Rivers Shire Council, a position he held through to 2007 when he accepted the role of Interim and then Acting CEO of Moreton Bay Regional Council. Ray is now the CEO at the Townsville City Council, an amalgamation of Thuringowa and Townsville City Councils.
Ray has a Company Directors Diploma, Diploma in Business (Local Government), Diploma in Business (Accounting), Graduate Diploma in Local Government Management and a Masters in Business Administration. He is a Fellow of LGMA Queensland and has held a Director position since 2005. In addition to his LGMA membership, Ray is a Fellow of the Australian Institute of Company Directors, Member of ICMA and Member of Public Institute of Administration. He is the Deputy Chairman of Brendale Community Bank (Bendigo Bank) (Honorary) and a Rotarian with Samford Valley Rotary. Ray enjoys fishing, gardening and running and is married with two children.

 Director Michelle Clarke Chief Executive Officer Richmond Shire Council Email

Michelle has been in local government for 23 years and is the CEO of Richmond Shire Council. Prior to this role, she was Deputy CEO for Aurukun Shire Council and a Corruption Prevention Officer for the CMC. She commenced her career as a Corporate Development Officer for Port Stephens Shire Council in NSW.
Michelle spent 6 months with the DLGSR in 2002 where she worked on the Systems Improvement Program resulting in the Best Practice Guide for Agendas and Minutes and also wrote the series of Prevention Pointers in the Councillor Information Kit.
Michelle has a Bachelor of Law and Administration and won an Industry Achievement Award from the Training and Development Institute of Australia for her work on the CMC publication 'Grassroots of Ethical Conduct'.

Mark is the CEO of Isaac Regional Council. Prior to this role, he was the CEO of Nebo Shire Council for 4 years and Barcaldine Shire Council for the 4 years prior to that.
This is Mark’s first year on the LGMA Queensland Board but has held the positions of Secretary, Vice President and President of the CQ Branch and the positions of Secretary and President within the NQ Branch.
Mark has a Graduate Certificate in Local Government Management from Deakin University. He has a keen interest in Rugby League and when he has some spare time enjoys his latest hobby of riding his new Harley. Mark is married with three children.
Director Michelle McFadyen Chief Executive Officer Longreach Regional Council Email |
Michelle McFadyen is currently the Chief Executive Officer of the Longreach Regional Council, a council amalgamated from the three shires of Ilfracombe, Longreach and Isisford. Before amalgamations, Michelle was the CEO of Ilfracombe Shire Council and also did a two and a half year term as CEO of Boulia Shire Council in far central western Queensland. Prior to her Local Government roles, Michelle was the General Manager of Local Buy and spent 6 years with the Local Government Association of Queensland.
Michelle holds a Bachelor of Business with a major in management and leadership and was awarded the Griffith University Award for Academic Excellence and Dean's commendation award for her studies. Michelle also holds an Associate Diploma in Recreation Studies and is a graduate of the Australia Institute of Company Directors Diploma course. Michelle has been a member of the LGMA for eight years and was also on the Board of the Outback Queensland Tourism Authority for two years. Michelle enjoys competing in Masters Track and Field Athletics and is married to Peter with two teenage boys.

Cale Dendle has been Director Community Services at Gladstone Regional Council (and the previous City Council) since January 2007. Prior to moving to Gladstone, Cale was Chief Executive Officer at Bauhinia Shire council (now part of Central Highlands Regional Council) on the Central Queensland coalfields. He started his career as a local government professional with Rockhampton City Council in 1991.
Cale holds a business degree from Central Queensland University and post-graduate qualifications in company direction and risk management. He is a member of the Australian Institute of Company Directors, a qualified Justice of the Peace and joined LGMA (then IMM) as a student member in 1995/1996. Cale has been married to Shelley since 1997 and, together, they have three children: Henry, Abby and Bridie. In his spare time, Cale pretends he can still play Rugby and otherwise spends his time commuting his wife and children to their more serious sporting endeavours.
