Local Government Policy Frameworks

Developing policy in local government is a complex task. Policymakers face competing internal stakeholder interests, dynamic environments and ever-changing legislative provisions. This contemporary programme is purpose-built to assist local government officers in understanding policy frameworks and keys to creating sound policy.

Programme Focus

Understanding the policy cycle is the first step towards sound policy development. Too often, a ‘policy‘ (and for the purposes of this programme, the term policy includes policies, guidelines and positions endorsed by council as well as those that sit solely within the organisation) is developed in order to address a perceived problem or fill a gap even though it might not be the appropriate solution for the longer term.

Developing sound policy that is appropriate for the need and circumstances is not always straightforward and can involve multiple internal stakeholders with different, or even conflicting, objectives. Understanding how to engage with stakeholders to clarify needs and to identify policy solutions is key to success and this course will provide a list of critical steps to work through from initial identification of need to the creation of a policy framework.

Maintaining a strategic view can be challenging in organisations as key stakeholders might view a policy as the solution to resolve their bug-bear but do not necessarily have an understanding of the wider implications. Through exploring problem analysis mechanisms, programme participants will learn to create policy which fits in the wider strategic framework.

Why this programme was developed:

LGMA created a programme on policy frameworks to support local government officers who find themselves creating policy in the midst of complexity. Invariably, policy development is a skill learnt on the job through trial and error and is done without prior training. This programme seeks to fill the gap, providing tools and a framework to assist policymakers across Queensland local government.

Programme Format

The two-day, face-to-face programme is preceded by an introductory online session which prepares participants for the programme. The facilitated workshop format allows for customised learning and the use of real-life examples offered by participants themselves.

The programme is suitable for any local government officers who are involved in the development of policies and guidelines including those for whom policy development is core to their role or those who develop polices from time to time to meet a specific need.
