The LGMA Queensland Propeller Programme is a dynamic, professional development programme which gives participants a broad understanding of local government in Queensland – its nuances, challenges and opportunities. Using a blend of expert input and experiential learning, the programme is able to maximise outcomes and provide extensive interaction between participants.

Key elements of the programme include:

  • Exposing participants to a broad range of local government experiences and insights at a shire, city, regional and aboriginal council perspective;
  • In small teams, participants self-manage each session, necessitating the use of good communication skills, high level negotiation and influencing skills as well as project management and interpersonal skills; and
  • Local government case studies and other learning materials that can be readily applied to daily leadership and management practices in a work environment are explored and evaluated.

The objectives of the programme are to:

  • Develop people who will lead at all levels and across all professions in their councils;
  • Provide an opportunity for participants to network with others, who are passionate about developing their local government careers and who are from different areas of council – providing stronger links and understanding between professions;
  • Increase appreciation of the wider issues in local government in Queensland;
  • Utilise practical experiences and learnings from within the government sector to further develop professional leadership capacity;
  • Provide training for emerging leaders that is not solely ‘management’ focused and exposes participants to a wide variety of council situations; and
  • Retain passionate, skilled and competent employees in the local government sector.

The programme commences with a two day introductory forum focusing on self-awareness and self-development. The introductory forum is followed by eight self-managed sessions. Each of these sessions examines different aspects of leadership within the local government context. These one day sessions are hosted by councils throughout Queensland.

Each of the following eight sessions are planned, developed and implemented by the participants themselves. This process is designed to enhance outcomes for the programme participants.

  • Explore local government from varying perspectives: rural, regional, metropolitan, political
